Located on the Khuuhed Ovoo Plateau in Batnorov Soum, Khentii Province, the Tengeriin Andgai (Oath to Heaven) Memorial Complex is a remarkable cultural and tourism landmark that commemorates the historic friendship and blood oath between Temüjin (later Genghis Khan) and Boorchi. The memorial stands on the southern slope of the sacred Delger-Olziit Mountain in Batnorov Soum, the place where, according to historical sources, Temüjin and Boorchi pledged their lifelong loyalty to one another. The complex also includes ceremonial facilities dedicated to promoting Mongolia's equestrian heritage and traditional rituals.

The illuminated monument features inscriptions in three forms. These include the Mongolian military blood oath written in traditional Mongolian script, the Ikh Ezen San (the sacred invocation dedicated to Genghis Khan), and the lyrics of "Tengeriin Salkhi" (The Wind of Heaven), a military song with a history spanning more than seven centuries.

At the heart of the complex is a bronze sculpture titled "Tengeriin Andlal" (The Oath to Heaven). It portrays the moment when the two young warriors, standing atop a mountain beneath drifting clouds, exchange their horse belts as a symbol of eternal brotherhood and swear their oath while gazing at one another with profound respect. The dynamic composition reflects the swirling wind of the eternal blue sky, symbolizing the strength of their bond. The exterior of the monument is decorated with motifs inspired by Mongolia's ancient Deer Stones, iconic monuments dating back to the Bronze Age.
